America is changing. Today, America’s defense requires that we build a culture of prevention to ensure our safety. Terrorism demands that we must continuously adapt and improve our capabilities to protect ourselves from our fanatical enemies.

Our government believes that terrorist groups, many of whom have known cells within our borders, have the means to strike with nuclear, chemical and biological agents at anytime. Our government openly admits that it is not a matter of if, but when and where terrorist activity will occur. The resources of the United States government have allocated billions of dollars that have already been dispersed throughout the United States and its territories to assist state and local safety and law enforcement personnel to help prevent, prepare and respond to terrorism.

As the President stated in a recent visit to the FBI, “There is no such thing as perfect security against a hidden network of cold-blooded killers. Yet, abroad and at home, we’re not going to wait until the worst dangers are upon us”.

We have not yet suffered another major terrorist attack in this country.
